Hayden Norman is the Director of the Center for Advanced Studies in Measurement and Assessment and Chair in Measurement and Testing. He has more than 29 years of experience doing evaluations, mostly in educational settings. He started his career as an internal evaluator at a community college, went on to conduct dozens of assessments outside the institution, and spent three years as the director of evaluation for the School Mathematics Project. His work is characterised by a significant concern for the constraints and limiting features of evaluation in schools. These limitations of evaluation in schools are the topic of his most recent studies. He is studying the effects of high stakes testing on instruction and learning in elementary and middle schools with support from the National Science Foundation.
